I am having the same troubles and gave up some time ago. I now use dial up for my accounts.
I have successfully changed my ip before with AT&T only to have it change back to the old suspended one unknowingly resulting in a Paypal limitation.
I have had many different broadband connections and never had problems changing an IP until I went with AT&T.
Really you need to have at least 2 or 3 accounts and to do this you need either dial up (which I don't recommend because it sucks) , or mobile broadband.

Unlimited broadband for 40 a month. You can't beat it. With this you get a different ip each time you login, enabling you to easily create multiple accounts. |
