Since residential IP for Ipburger changes your IP every 30 minutes, what address/location should I choose to use as my personal information on eBay?

Because eBay can verify you after the creating a new account and you have same IP adress as you have in previous account, than they can bann you. Best option is using a VPN, which hide your IP adress.

Get a hotspot if its available, better solution for a less changing IP

You can also try to change the MAC address on your home modem to get a new IP address from your ISP. This of course limits you to using one single acct.
