To add on to lally's response, as they're rotating and they have no idea how long each Residential Proxy will last (time wise), you're playing a dice roll. It's not a good idea to use it if the IP changes constantly.
Luminati's residential network is based on peer to peer proxies, so you would be depending on a random person somewhere around the world or within whatever country you selected to hopefully leave the pc or whatever device on, and is idle.
