I have purchased a residential Proxy plan to create ebay accounts and I always see the IP being changed and I don't know how to use it exactly, is there anyone who can help me?

no but i guess the residential plan is not for creating stealt ebay account !

You should be able to set the IP for 30 minutes, which is enough time to create your shop
