Im new to this Paypal game, and I have access to amazon aws proxies, I created US and UK PayPal without issue, because I link them with google ads.
I saw a lot of threads about 911 and IPburger, what is the difference between cloud proxies and those residential IPs, are they really make a difference?

You want to appear as normal as possible, which means residential IPs are usually better

Most proxy services are abused and blacklisted. A wireless data based Ip solution is always preferable.
