Can I Use or is it better to buy a fresh Dedicated IP or a Private Dedicated IP
for an existing eBay selling account I have currently ??

If you're in the US you can just use your regular internet connection. I stopped using VPN's for accounts years ago.

the thing is its an stealth account and my Verizon hotspot doesn't give good connection service because of my area which the service is horrible

You're most likely on a CGNAT IP anyway that's already shared by hundreds of people in your area. I think your verizon IP is stronger than almost any VPN IP. Just make sure you're using a fresh browser or browser profile, that's not already associated with another account.
