Ok I am going to set up a stealth account. My situation is that I am trying to setup a UK Ebay and PP account, but i'm based overseas. Would a VPN be ok to setup the account? as i'm sure to run into trouble otherwise. If not then I will get a friend to setup my account/s from the UK for me.

Second question, when using Ebay and PP in future, do I need to use an IP that i've never ever used to log into Paypal or Ebay?, IE. If I have logged into either at my friend's house, can I not use that anymore?, if I used an internet cafe in the past, can I not go to that one anymore?.

ebay isnt too picky about different IPs as long as theyre somewhat in the same range.
eg: my accounts in Canada all have IPs that are in the same province of the registration address.
when i got a us account, i signed up with strongVPN (google it) and got an account with an IP in the state where i got the account registered in. no problems there.
