Intenet Dongles

Ok I have a 'three' UK broadband dongle which, in theory, should give me a new IP every time I connect. What i'm finding is that most of the time I emd connecting to the same IP in the same city in the UK,

Does anyone else have this problem?, do you use multiple dongles because of this?
