IP address not changing, called and they told me random change. Help! Please

Hi guys,

so far so good I understood everything I think :P However I am not able to change my ip. They told me that it can be changed after 2 hours or even more, and the modem must be switched off.

Any help guys.... I am running windows7 and have a thompson modem.

Any help appreciated. THANK YOU !!!
