pi Address is diffirent..what about Ipv4?

i have not signed on to any suspended accounts since i created my new stealth accounts.
with my new accounts..i have my modem change the ip adress
my ip Adress changes if i restart my modem.

i have new ebay account for buying which has my rela info like address and paypal. the ip address for this account is the one i used when i was banned.

Ebay tracks the ip
my ipv4 stays the same. is the an issue?

in control panel...internet options...network and sharing center...then details...

im sorry..i just realzed i didnt ask the right question....

my subnet mask Number doesn't change..that stays the same no matter how i connect...

basically...only the main ip address changes..the rest stay the same.
