phone tethering or vpn if poor reception?

Hello,
I am thinking to get a data plan from T-mobile for tethering my factory unlocked iphone, but the reception is extremely poor in my area. Often the reception bar goes to 1 or even 'no service', which means nothing for me to get the data plan with internet.
I also tried changing IPs with a modem, but the IP is fixed so I failed.
Is VPN my only option?

Dial up will give you a fresh IP every time. I would use listing software if your running multiple accounts and just use the slower dial up for service/answering questions.
