changing IP with windows?

I have seen the possiblility with windows to change the IP address. But looking at the forum have not seen anything on this issue. I was wondering if anyone knows if this method is safe? I was thinking of using this system to change the IP and assign a fixed IP to each EBaccount. I can put the IP address I want.
Would be very grateful if someone with his experience can help me with this......

what do you want to know?

you can use command prompt netsh.exe to configure TCP/IP settings such as the IP address, Subnet Mask, Default Gateway, DNS and WINS addresses and many other options

located in WINDOWS/system32/netsh.exe
