Hey everyone,

I'm new here and was recently limited by paypal and I'm now looking to get back up and running,

I intend on using my iPhones 3G to create a new paypal however I hear people saying when you turn the device of you get a new IP?
Won't this mean paypal will limit me again?

Also when I'm using a ⊗⊗⊗⊗ name could I not use my name but with a slight change ie instead of Jack I use Jake?
