seems like vps is the best option? or can i find a good vpn ip and check it on here Check your IP address in system anti fraud detections, detecting real location and determine if its safe to use? it gives the ip a score from 0-100%

to be used with paypal

If you are based in the US and want to use US eBay / PayPal, then really a dongle would be your best option if you have a static IP.

Why?

A truly USA based user would need VPS/VPN as a last resort.

Look to other options.

VPS is good, but you cannot change an IP; so only good for one Stealth. Dongle, tether, dial-up ... you have many options.

A Dongle is by far for me the best method for obtaining fresh IP's.
