Changed IP, Should my location change too?
 
So after changing ip's my location is still the same on the map.
does this matter.. or no as long as my ip numbers are total different

As long as your IP is different, then your fine. It can be different by 1 digit and you're fine.

Don't get caught up on the location on the map, ebay is not tracking by this, but they are by IP address - which you just mentioned was totally different.
