problem changing ip address?

i use a cable provider ( grandecom ) and they tell me i have a dynamic address. i have tried everything from unplugging it for two days and still it stays the same. they tell me it changes every now and then but it had been the same for over a month. i am told by them they can change it to a Static IP address and it will change. only problem this is 12.95 per month. any ideas on what i can do. thanks so much
