Stumped on Iphone tether IP

I have been using iPhone In location "X" to tether for one account for a while. I was stumped when my fiancé and I went on vacation approx. 1300 miles away and still got same IP from a batch of about 20 IP for last year. I just assumed they were assigned to me.

I then asked my fiancé to tether her iPhone and the IP was from that same pool of 20.

How can that be? Totally different location, phone and person??? I am at loss with iPhone tether

Mobile IP addresses are generally dished out by the provider based on the (street) address the contract of the phone is registered to. Where the phone geographically is means nothing, as the provider only has a limited band of IPs they can use anyway.

No way for knowing for sure though, who is your provider?
