Time Warner questions from newbie
 

hey all.. after 16 years on ebay I got suspended?

now trying to figure out how to get back on. read the mini guide. but still have questions and I hope you all can help.

i'll start with this first question. I have a public IP addy with Time warner cable. it does not change each time I sign on or unplug. contacted them and they said it changes every couple of months?

but it is public, and they stated then many people have the same one? is that true and is it ok to start the re-sign-up to ebay using this IP? thanks in advance for your help...
