If I buy an account from someone that is set up in say texas, can I log in and use it from California?
If not how can I set up his IP address on my computer. And what else would I have to do to ensure safe account use.

It should be OK to login from California, as long as the IP you use has not been used before on another account. If you get a dongle or do USB tethering, make a note of each account + IP address so that you don't "link" accounts by logging into two different accounts with the same IP.
Make a separate user account on your computer also and keep the cookies/history separate and unique to only that user.

Different states are not an issue.
Provided the IP is still within the USA, you can use it OK.
You need to have your user account & cookies for the account to use it.
