If I change the IP by modem it counts?

Does it's ok if I just change the IP via the modem before I switch each User (Which means another PayPal and another Ebay account)?

Yes, if you are not still logged into Paypal or Ebay.

So if I change my IP via modem each time before I switch user on PC to log on another Ebay account they can't track me?

No they cannot track you this way.

Ebay cannot see your user account session. They can only see the IP that connect to their site (Ebay or Paypal).

So you can follow this steps:
1 - log out from Ebay/Paypal
2 - switch modem off and on to change ip
3 - change user account on your pc

By the way, I was thinking, if Ebay will notice each time you log on your Ebay account that's from another IP they will not suspect?

As long as you keep you keep your cookies in place it's ok.
