What is the best and cheapest service provider for dynamic IPs?

Should I tether or what plans/hardware do you guy use to change IPs?

I've been using tether.com but I need something that can change IPs faster.

I use my sprint phone with the wifi tethering app. Free, no extra costs than what i'm already paying for my phone plan.

Not sure what the data limits are with other carriers, but for sprint plan i have its unlimited data.

If you don't want to tie up your phone you always get another phone line and use it specifically for tethering for like $30 bucks a month.
