Buying a new IP Address or ⊗⊗⊗⊗ IP....will this work?

Hi All,

I recently purchased a special tool that allows you to change your IP address to anywhere in the world. Is this the only way that ebay tracks you (other than paypal and bank details?).

If I open a new bank account, new paypal account and use my new IP address with ebay be able to track me? I've been too scared to use it so far. The whole phone verification thing messes things up a little bit too. Does anyone know how to avoid this?
