eBay Suspended & PayPal Limited Forums - Can ebay track you from your phone?

If you are connected to the internet though the phones 3g/4g then yes your phone will have its own IP. Your phones browser will also store cookies.

If you are connecting though WiFi then the phone will have the same IP as any other devide using the WiFi conection.

Phone will have an IP address the moment it access the Net.

The eBay APP will link you if you have ever used it with a previous banned account. It cannot be reused with a stealth account without causing a link to the banned account.
