If you need some Dedicated IP addresses and virtual machines, just make sure that they are being used only by you and that nobody else before you has fiddled with the IP.

Sure, you can buy 4 VPS, and log into each account from a corresponding VPS. That will make IP static, will eliminate cookie issues and will it all accessible from any place without bothering about cookies and IP.
Very nice so which vps would you recommend ? How much ? And does it matter if ebay and paypal address is different from the vps ? For example my friends ebay and paypal is in cocoa beach fl. But always logging into a vps from california ?
I would just leave those account to rest and create(or purchase) some stealth accounts to get familiar with how the eb and pp system works. and if they get burned you can always create a few more... once you get some knowledge and you feel like you know what you are doing then you can operate the real accounts.
just my 2cents.
If you are not tech savvy, I recommend you find a windows vps so you can connect to it using desktop connection. Be ready to spend $10 or higher for windows VPS. If you're looking for a cheap way to change your IP, go with VPN, $5 or less monthly for each IP.
