Need help with Iphone hot spot

Basically I want to set up an eBay Stealth account but cannot figure out if this method will work. I have a verizon iphone with LTE connection and has the option to turn itself into a hot spot. I have add the ebay app on this phone before and have signed into my old (and now banned) accounts on it. My question is if I use the wifi hotspot my verizon iphone gives, is it possible to be linked back because of the info stored on my iphone?

Use the hotspot, log IPs, dont reuse them, and clear cookies from safari.
DONT USE THE APP.

If I have had the ebay downloaded previously, but deleted it, can I still use hotspot? Or will they recognize me some how?
