i try to change wan mac address but cant.
only can see utility section and can not chage.
what cani do???

I have TWC too & I can't change mine either. I believe if i where to buy my own gateway i could but i havent done that yet.

A bit of a dumb question because I don't know too much about anything but - have you tried using a mac changer program like that tectinium thingy?

Why are you worrying about changing MAC address for eb? It isn't tracked

If you can't change your ip address because of your provider, another alternative is to use a VPN or VPS

ebay told me also that the way they closed my account due to using the same device that I was using on my suspended account ?

They are referring to your computer or phone.

because the ebay account they shut down the ebay rep told me the way they tracked and link accounts by the device ip address and the ip adress of the internet we use
