when to change my ip?
 
i need to change the ip after i login to the second user on my computer or before i log-in to the user on my computer

Your question is not worded clearly.
I assume youre using a second windows user account for a stealth account. When you log on to this second user account the first thing you should do is change to the stealth IP before you get anything done on that user account.

so when you say stealth ip are you just saying to make sure its a different ip? thanks

Use different ips before logging into each ebay / paypal account.
