New paypal account setup question

I made a new user on my computer for my paypal account and got a Dedicated IP. Chrome, and everything is preinstalled already. Is everything clean for this account and am I good to go or do I need to take other precautions?

You should be good to go.

Just make sure you're thoroughly aware of the upcoming user agreement updates before you start taking in payments.

You mean that you can only send payments if your account is verified. I purchased a stealth account from a user on this forum and the account is verified. Am I fine?

No, unfortunately you aren't. The definition of verified will be changing in April. Unless you've added an EIN by then you'll probably be required to answer database questions to verify your account. There's a big thread going on about it here.
