Can I use the same town address forever?

I've been creating acc's for a while with variations of my address and the same for friend's and relatives cause I want those PP debit cards... Can I go on with this or will PP ebay get suspicious of alot of accounts in the same zip code? These towns are 30 miles away from a 2 million people city.
