Do you know what is the difference of having a PayPal instant payment rather than a PayPal payment with 21 days on hold?

You mean, you're not getting the 21-hold payments eventhough that account is not yet an 'established seller' account?

Depends, if used with Ebay it means that your Ebay account has history. If just Paypal then that account is likely aged a bit with some past transactions
