Problem wtih paypal

I have this guys bank account linked to my paypal i dont have is ssn, how can i take money out of there btw his bank account is chase and has 50k in there, but i can only do it through Paypal though.

You have 50K in your Paypal account and linked someone else bank account to your Paypal account?
