is it safe to create multipe ebay/paypal accounts in the same week same and area?
 

Would my stealth accounts be in the clear if multiple ebay/paypal accounts were created in the same week, and area?

These will be legit addresses but all have the same city maybe zip code but different street address. All different IP's, all different cookies, emails, bank accounts and ext. Just all in the same area..ish... what do you think?

If you plan on doing that then you should only do about 1 a week otherwise it might looks kind of wierd and they may link them all together then you will have to start all over again. GOOD LUCK!

Good question but due to the millions of listings posted per day within different or same area, I don't think you would be targeted.
