You registered on here with an IP from Hong-Kong.

That means your flag is to be for the country of registration of your IP.

Leave it as HONG-KONG

Sure you can create a U.S. eBay account but can provide any of the following:

1. A U.S. Address?
2. A U.S. Phone # to verify your ebay account?

Also how will you deal with returns?

Also depends on your VPN service - might be a dangerous one. Not the best idea but, if you wish to try - why not go for it and report back with your experiment?

You do not NEED a SSN to start but if you get hit with ID verification, probably so.
