Tried creating authorize.Net had a HUGE block

Since my paypal has been banned i wanted to create a CCnow account to use on ebay and as advised in the book i would have to open an authorize.Net merchant first, to open this i would need a ebay store since my paypal got shut down i cancled my ebay store and now when i want to open it they ask to be verified by paypal, what should i do?
