It's a simple concept. USA Law requires Paypal to get a tax ID from merchants before allowing them more than 200 sales in a calendar year. Paypal will start asking for your Tax ID (SSN/EIN) once you start reaching about 150 sales in a year. You will get a 2nd request for your tax ID around 180 sales. If you reach 200 sales and have still not given Paypal a Tax ID, your Paypal account will be limited and you will not able to receive any more payment until the next year.

The alternative is to use international PayPal accounts that do not have such limitations ;)

Not so easy to do if you live in the US and want to cash out the paypal account to your US bank account.
Having an international paypal account has its own set of problems to deal with including IP address, cashing out, knowing the regulations for the specific country the paypal is located in etc.
I myself dont think its worth the hassle for any US resident to go that route.

This applies to any country.
Dealing with a paypal account outside your own country one will need to deal with the problems I mentioned above Mr. Smarta$$.

I have been using a Foreign Paypal to withdraw to a VCC and it works well for now..
