USA limited, 180 days now, how to withdraw?

Hi I have two USA paypal account limited and now it's 180 days but I don't have USA bank card. Anybody here can help or do this service?

who add in paypal payoneer details long time ago it still working.
Now payoneer US PAYMENT SERVICE not working with paypal, they not allowed add Virtual bank details.
