Its PayPal's games they play because they want to monitor every single transaction you do and get paranoid when one little thing changes. When your IP address changes because of your provider, they freak out. Been purchasing items for over 2 years, have like 3000 feedbacks using it with EBay. Dont trust either one of those idiots. The second something changes, they give us the BS statement "your payment cant be completed." Its Paypal blocking your payment purposely. You log into your Paypal account and there's no errors nothing. Its PayPal's paranoia. If you use your account at a specific time all the time, and you decide to make a purchase, they do the same thing.
