US Paypal account limited

Hi i have stealth us paypal account and i sold items from ebay, when i try to withdraw money to bank account it has been limited.

I need send ID document for remove limitation but i dont have SSN, can i remove the limitation with other country's ID card or what is the way? Please help me Thank you.:coffee:
