PP noticed activity in your account that’s inconsistent with our User Agreement
 

Hi guys
I have an 19 days paypal account from Cyprus and sold some items from three different old ebay accounts.
Yesterday I bought 1 digital item ($1) one physical item ($11) to another country and one online service ($7) but which were reviewed and today paypal limited my account saying that "We noticed activity in your account that’s inconsistent with our User Agreement and we can no longer offer you PayPal services."

Can I withdraw money to US bank account?
Why would be the reason?
And how am I going to pass this if I open a new pp?

They do not like buying digital items in fresh accounts at all, as they suppose it is done for feedback manipulation, and also digital items are not so white in most cases. You will be able to withdraw into a bank or card after 180 days. You will need a 100% fresh account with all details different to continue working.

You used 3 different ebay accounts with this one single paypal and you dont understand why theyre having an issue with the account...?

Yeah but after I bought something from ebay it got limited. Before that it was fine.
Maybe the reason is I ordered ebay items from 2 of my ebay accounts and the third one from a VPN website.

Might be a combination of these factors.
No way to know for sure since we have no idea how the bots they employ operate.
The bottom line is you did way too many things inappropriately on the account so its got taken down.
Start over and do things properly. That's the beauty of stealth - you can always try again till you get it right.
