Had this issue. Sometimes you got to wait for a day or two to fix this. Sometimes the error doesn't go away - this could be an issue with the receiving account.

when I had this message or something similar I phoned them up and they stated that they needed information to resolve the issue and that someone would send me an email. The email was a template to say your account is limited until you can provide us with the following information etc

I had the same exact problem, called PayPal many times until someone there told me to change the password and let the account rest for a bit (72 hours) without trying to send money and it worked after then. Make sure you are logging to that PayPal account with 1 IP only

2. Buy something small the next day on a different site. if this works and you are still getting that message on the original purchase you wanted to make the only solution is to call PayPal.
