Can't link bank account.

I can't add a bank account because I don't have access to the phone number on my paypal account and adding a new one doesn't help as it say I don't own the number, so I tried linking on the paypal mobile app and got this message: https://gyazo.com/37fdf93cd3b5fd92128cc94e52f566f0

Anyone know how i can link my bank account so i can withdraw the funds on my limited paypal?

I can link a new US bank to limited US paypal without no call to payapl.
