PayPal Stealth Account has been Limited

Hello everyone,
My PayPal Stealth Account has been limited due "suspicious activity" so they're asking me to upload a Photo ID.

I would like to know if there is any I can restore my account...

I was selling on eBay just low price items, between 1 and 3$

I received like 10 payments within' just one day, maybe thats the problem.

I already got a ⊗⊗⊗⊗ ID and I submitted it, hope to get it lifted.
If PayPal ever lifts my limit, can I use it without any problem (sell as many items on ebay as I can) or do I need to be careful aswell?

Submited the ID and they denied it.

What should I do now?

Start again? And which procedure should I do now to avoid limitation again?
