Paypal Limited - Trying to Create New One

Hey guys,

My paypal was limited and I created a new one. New IP, Name, Address etc..

However I'm not able to add a new CC or bank account even though these are new cards.

Could it be because the cards address aren't matching to what I setup the account with?

Are they able to check that on Shopsafe cards as well? (Tried shopsafe, no dice..)
