Cannot make payment or withdraw after 21-day hold

My account has been with 21-day hold for 2 months now. I have made several withdraws and payments in past few weeks with the the available funds that have been released.
But now for 3 days I cannot make any withdraws or payments with my available funds. Have not got any emails or notification from PayPal. Just tells me try again later if I try to withdraw.
What to do?

Try a lower amount. Log out/log in and try again. I had this happen when trying to get $500.. tried 250 and worked fine.
