Non-compliance with PayPal Acceptable Use Policy

I have received this Email from Paypal, and they have deducted the pending amount from my account. Though, my account has been permanently limited since Jan 2017, and now the funds have been released for withdrawal after 180 days. *I'm unable to understand why Paypal has deducted this much of amount from my account. Secondly, no proof has been provided by them for the penalty they have been charged with. Kindly suggest.

PayPal recently received a fine in the amount of $5,950 USD from a payment network operator as a result of the above-referenced activities involving your PayPal account. In accordance with the User Agreement, PayPal will recover $5,950 USD from your PayPal account as reimbursement of PayPal’s liability for that fine.

We advise you to discontinue and/or not carry out any future activities in relation to your PayPal account or any other PayPal account that do not comply with the Acceptable Use Policy and/or User Agreement.
In relation to this matter, we call your attention to the following provisions of the User Agreement:
Under the User Agreement, PayPal, at its sole discretion, reserves the right to limit a user’s access to or close the account of a user for any violation of the User Agreement, including the Acceptable Use Policy.
*
Under the User Agreement, Restricted Activities include conducting your business or using the PayPal services in a manner that results in or may result in fees, fines, penalties or other liability to PayPal.** “You are responsible for all … fees, fines, penalties and other liability incurred by PayPal … arising out of your breach of this agreement, and/or use of the PayPal services. You agree to reimburse PayPal … for any and all such liability.”

It is not what they have in their Paypal account, it is what paypal want to recover from them

Btw it looks like it is a new "legal way" paypal found to keep your money when your account is suspended. I don't think you have to fear about that, but your money is lost forever
