Creating a buying only paypal account for ebay

I have paypal account that was permanently limited and is linked to my old ebay account that is suspended. How would i go about creating a new buying account for ebay? I have moved since I was banned on ebay and paypal. Any insight would be very appreciated!

If youre creating an account solely for buying purposes you wont have any issues - especially if you moved and have a new address. just create an ebay and paypal accounts with that new info.
Note that if you ever attempt to use it for selling though you might run into issues.

Yea they nixed my main old account when I received like $400 in payments. I re-opened an account for purchases with the same card #.. buying with no problems. Will never take a payment with it though.
