You are messing incomparable things.

VPS (virtual machine) is a virtual computer that is like a regular computer, but runs inside another physical computer, so one powerful computer can be sliced into several smaller VPS.

RDP (RDC) is a method of connecting to a remote VPS through the Internet. Another popular method is VNC or TeamViewer software.

VMWARE is a software that needs to be installed onto a computer in order to be able to run virtual machines (VPS) on it.

Rdp is better because you will be able to login to the country of the paypal itself!

Vpn is not recommended for paypal because paypal system can nowadays suspect on it.
