by mistake paypal agent told me the truth regarding account limitation
 

paypal limited my account because some of shipments i sent cant be trace online ,and i emailed to paypal proof of mail post receipt,and all my buyers received what and left ME positive feedback .suddenly my pp account limited ,they asked for ID, supplier invoiceS ,banK statement etc..,i was able to send all theSE documents TO PAYPAL. and in the end they said we were not able to track 3 shipments and we have the RIGHT to limit your account.i called them few times but nothing happened.until a lady answered my called and said : your account is limited because you are using VPN ,and not due to the shipments .this is the internal notification attached by the development department into your account,, your account not limited due none tracking shipments.she said yes the message sent to you due to the shipments but account limited due to VPN.
so what i want to say ,paypal will not tell you what the real reason of limitation, they will keep it hidden to let you make the same mistake when you think you are fully meet the requirement .DON'T BELIEVE PAYPAL THESE PEOPLE ARE M** F** LIARS.

This is not a mistake made by the agent. They do share why your account is limited if it's caused by some very obvious reasons, as long as it doesn't reveal how their internal risk assessment algorithms work.

It's also not uncommon for Paypal to limit you for "alternative" reasons on the website. They often want you to voluntarily to submit all information for yourself so they can permanently ban you once and for all.

They aren't really obligated to say much, but they gather all info from you as much as they can, not to help you rather to get rid of you so you can't come back.
