Today I got an email from PayPal saying this.

We need your help resolving an issue with your PayPal account. Until you help us resolve this issue, we've temporarily limited what you can do with your account.

What's going on?

We noticed some unusual activity on your PayPal account on 10/17/2017 on 06:26 PDT near New York NY and are concerned about potential unauthorized account access.

I think I used a mobile browser or something. I also tried to verify by phone but I used a ⊗⊗⊗⊗ number to create the account. I wanted to know if I should call PayPal or I should provide a ⊗⊗⊗⊗ id, since am not from the US.

What are the steps they need to confirm it?
I'd just call them, and they'll ask you questions about your personal info that's in the PP account and see if they could lift the limit.

My recommendation is for you to start reading the ebay stealth so you understand more how things work.
