Unhappy Will i get fined by paypal?

I got an email that says this:
"Dear ,

We are hereby notifying you that, after a recent review of your account
activity, it has been determined that you are in violation of PayPal's
Acceptable Use Policy regarding your sales / offers on eBay.com, user ID:
XXXXXXX

Therefore, your account has been permanently limited.

Per the User Agreement, when PayPal permanently limits an account due to an
Acceptable Use Policy violation, we may hold your funds up to 180 days. In
addition, you will be liable to PayPal for the amount of PayPal's damages
for each violation of the Acceptable Use Policy."

i was selling windows keys that i bought of ebay and resold at a higher price.
is paypal going to fine me?

Well, you better be aware the IP rights holder may try to make contact with you.

Windows keys are highly policed.

Microsoft left a message when they requested the removal of my listing. They did not threaten me with anything, instead they said that if you have any problems contact our software protection email. Wasn't trying to violate their policy, I genuinely thought what I was doing was OK as I bought keys from eBay and just resolved them.

You won't be fined. Microsoft has much bigger fish to fry. Paypal doesn't care either way about your business - they just don't want to take in your payments.

No I know someone that has done this for ages. He got banned and continued to make new accounts to run the business again. He's been doing this for about a year then decided to move on since the process of selling again after being banned was annoying. They won't go after you don't worry.

Selling (or reselling) this type of item is always risky, both for you and for your account. There are tons of products out there, you can find something less risky for sure

They are risky because most sellers are not "Authorized" or given any actual Permission by Microsoft to sell these Keys.

OP’s flag was Australia. Microsoft have been active in trying to stop sellers from trying to sell keys that are not approved. Thus your last sentence should be disregarded on the basis of different countries being involved.
